Dr. Betsy Madden is the Principal Designated School Official (PDSO) for the F-1 Program at the University of Minnesota. She leads UMN in analyzing F-1 regulations and setting policies and practices. Betsy started her career in international education as a high school English teacher in Japan. She has advised international students and scholars for more than 15 years. She was also a case manager for employment-based immigration cases at a Minneapolis law firm.

Betsy has a B.A. in International Politics from Penn State University, an M.A. in International Educational Development from Teachers College, Columbia University, and a Ph.D. in Comparative and International Development Education (CIDE) from the University of Minnesota.
